Parking Fee Monitoring Smart Vehicle
We decided to use new modern technologies with the support of artificial intelligence in the project of a monitoring vehicle for parking fee control. The city of Pilsen will use it as an additional method of parking control. The tests are being carried out in the parking zone A, after which it will be moved to zone B. In the future, the vehicle’s operation will be extended to other parts of the city. The vehicle was purchased by the Pilsen City Transport Company (PMDP), and technical support for the system is provided by SITMP.
Aims of the project:
- To streamline the parking control system (with regard to the expansion of paid parking zones and the related favouring of residents).
- To allow the municipal police to deploy officers to other activities.
Results of the project:
- Faster and more effective detection of illegally parked vehicles (parking without a permit, in residential zones, at an intersection, at a bus stop, etc.).
- More frequent checks on compliance with the minimum time to purchase a permit.
- Data processing directly in the vehicle using an on-line connection via a data card.
- Verification of the actual condition of the road and can report irregularities (missing traffic sign), thanks to the data from the GIS of the City of Pilsen.
- Comprehensive statistics of the sections driven.
- Data storage for subsequent analysis of the parking status while respecting the anonymisation of the registration marks.
The control system in the Nissan NV 200 electric car is monitored by two computers. The system is completely autonomous, with no need for a technician. The only person in the car is the driver, who drives the predefined route. The engineers placed six cameras on the car (four on the driver’s side, two at the rear) to capture the registration plates on both sides of the road. The system also includes a GPS antenna for precise positioning. The necessary traffic inputs were obtained from the Geographic Information System (GIS) of the City of Pilsen, including descriptions of road sections, their lengths and types, and descriptions of road signs and their locations.
In-vehicle systems use artificial intelligence to assess which vehicles or motorcycles have not paid parking fees and send the data to the municipal police. The processor (police officer) checks the images sent and assesses whether they are conclusive for the preparation of a notice of suspected traffic offence. If everything is all right, the file is sent electronically to the competent administrative authority, which in these cases is the Department of Administrative Activities of the City of Pilsen. The owner of the vehicle receives the information about the offence in a data box or a mailbox.
